April 11, 2025 – President Sergio Mattarella has signed the Security Decree, approved by the Council of Ministers on April 4. Despite modifications from the initial draft, this act introduces measures that raise serious concerns regarding civil liberties, fundamental rights, and the very legality of the Republic.

Key Provisions of the Security Decree
Blocking a road is no longer a mere administrative offense but a criminal act. Passive resistance is criminalized. Occupying properties, even out of housing necessity, can lead to up to seven years in prison. The message is clear: silence and compliance.
A new form of detention for mothers is introduced, limiting humanitarian benefits. Police officers will be financially covered by the state even in cases of criminal proceedings. And, to top it off, legal hemp is punished for being… legal.

The Cannabis Case: Unjustified Repression
With the decree, light cannabis is officially equated to a narcotic substance. Flowers, oils, resins, extracts are banned, even if they contain less than 0.2% THC. The only exception concerns seeds, which, however, cannot be cultivated to obtain flowers. It’s the triumph of repressive confusion.
The damage is enormous: a completely legal sector, based on European regulations and recognized by rulings of the Court of Cassation and the EU Court of Justice, is targeted.

The legal hemp market in Italy was worth over 2 billion euros. Approximately 22,000 jobs are now at risk. This includes farmers, processors, researchers, wellness professionals, retailers, e-commerce startups, artisans, and merchants. All criminalized overnight.
Many risk criminal proceedings for having stored products now banned. No transition phase is provided. Those working in hemp are treated like drug dealers. It’s the end of a sector and the end of logic.

Industry associations – from Canapa Sativa Italia to Confagricoltura, from Federcanapa to Coldiretti – have launched a national mobilization. Appeals to the TAR, complaints to Brussels, popular petitions, and public demonstrations are being prepared throughout Italy.
Jurists, doctors, economists, and opposition parliamentarians have also denounced the unconstitutionality of the decree. But a strong grassroots response is needed: we cannot stand by.
